NEWS REPORT
 1) Student Council to hold meeting tonight on student group
  charters, other concerns

  Campus News Editor
 Student Council members will hold a town hall meeting on Parrish steps at
  10:00 p.m. tonight where they will unveil and receive feedback on a proposal
  to restructure student group charters. Members will also respond to any other
  issues in which students are interested.
 While a final copy of the proposal was not available in time for publication,
  the discussion at prior meetings has focused around developing a chartering
  system which provides charters in one of two categories. At the September 16
  meeting, a system was outlined in which one category would be the charter as
  it exists now, where a student group would be able to appear at spring budgeting
  with a proposal for funding and have an account with the Student Budget Committee
  from which the group can fund activities. The new category of charters would
  provide official college recognition of a student group but would not allow
  the group to appear at spring budgeting.
 According to Secretary Andrew Gisselquist ’05, “Student Council has found
  that the budget simply can’t support every group that students are willing to
  or have put the effort into creating, but we feel these groups deserve some
  form of recognition.” In order to provide this form of recognition council
  members are looking into the new charter category. Gisselquist also said that
  he hopes the new type of charters “will facilitate administrative groups
  like admissions in publicizing the existence of Swat groups and allow groups
  to go off-campus as official Swarthmore organizations.”
 The rain location for the meeting will be Parrish Parlors. Refreshments will
  be served.

2) Power goes out briefly in Willets, Worth, Lodges

 Residents of dorms on the south side of campus received an unpleasant surprise
  last night as the electricity went out during prime studying hours. The power
  outage occurred at around 11:30 p.m. and lasted about twenty minutes, enough
  to send some residents scurrying up the hill to finish their work in the library.
 “I freaked out,” said Aaron Cheng ’04. “Then I went to McCabe
  to work on my paper. It wasn’t a big deal, but it caused some unnecessary stress.”
The reason for the power outage is under investigation.

 * On Monday, an Iraqi suicide bomber struck outside a security checkpoint
  for the U.N. headquarters in Baghdad. The attack killed an Iraqi policeman and
  wounding 19 other people, including 2 U.N. workers. U.N. officials, who already
  had scaled back their efforts in Iraq after a similar bombing a month ago, warned
  that if the situation continued to deteroriate the U.N. would be severly handicapped
  in its efforts. However, President Bush is scheduled to ask the U.N. tomorrow
  for further help in managing Iraq, while at the same time continuing to argue
  against an Iraqi handover.
 * The arrest of Captain James Yee, an Islamic chaplain at the U.S. Army base
  at Guantanamo Bay, for suspected espionage and treason has led to the investigation
  of other possible security breaches at the base. Investigators are currently
  looking into whether other U.S. military personnel may have been involved. Yee,
  a West Point graduate and one of only twelve Islamic chaplains in the U.S. military,
  was arrested on September 10 because he possessed documents, including diagrams
  of the Guantanamo holding cells, that a chaplain would normally not have access
  to.
 * A federal appeals court heard arguments on Monday about whether to allow
  the California recall election to go forth on October 7. The court questioned
  whether the 2000 Supreme Court case Bush v. Gore was suficient grounds for delaying
  the vote. A decision from the court is expected this morning.
